Oana Raluca BĂNĂȚEANU, Regional Compliance Officer (Siemens Romania)
Oana is currently Regional Compliance Officer of Siemens Romania. She has ten years work experience in Siemens in six different business units and department, with a background in business administration, information security, IT governance and communication. Her current position covers extensive activities in the area of Anti-corruption, Antitrust, Data Protection, Risk Management and Anti-Money Laundering having had the opportunity to apply her knowledge in a very challenging and diversified business setup, overseeing from compliance perspective activities in the industrial field, energy, healthcare or infrastructure. Oana is also a regular speaker on Compliance in various business conferences.
Dragoș-Marian BÎRLOG, Compliance Officer (Unicredit Bank Romania)
After working for 3 years in the public sector as European Integration Adviser for the General Secretariat of the Romanian Government, he joined UniCredit Bank as a legal adviser dealing mainly with corporate governance issues.
Since 2011, he has worked for Unicredit Bank as Compliance Officer, and, from 2012, also as an Anti-Corruption Officer. In 2014, he obtained the International Diploma in Anti-Money Laundering, issued by International Compliance Association in collaboration with Manchester Business School. He is currently concentrating on one of the aspects of the Compliance Department’s mission: the need of fostering and raising awareness on an appropriate compliance culture.
Adrian BABOI-STROE, Secretary of State (Romanian Ministry of Justice)
Adrian coordinating the following policy areas: anti-corruption, institutional transparency and integrity, as well as public management.
Adrian is a Philosophy graduate of the University of Bucharest (1995) and holds a MSc degree in Public Policy from the London School of Economics & Political Science (2004).
He is a public policy expert with an extensive work experience with leading Romanian NGOs, having coordinated projects in areas as varied as policy research, advocacy for policy change and civic education. He also worked with the European Parliament on anti-corruption and anti-fraud policies at EU-level and provided technical assistance to the Delegation of the European Commission in Romania on project monitoring and evaluation.
Doru BULATĂ, Senior Adviser to the CEO – Governance, Risk & Compliance (EximBank Romania)
Doru, licensed in Law, is currently the Senior Advisor of EximBank Board, covering Corporate Governance, Risk and Compliance. He is the Chairman of Compliance Committee within Romanian Banking Association (ARB) and the ARB Representative in the European Banking Federation.
Doru’s expertise and experience in Corporate Governance and in implementing the coherent and effective framework of governance principles are based on his professional career developed both in leading financial institutions and international organisations. His focus on corporate governance systems was transposed in strategies and policies set-up and implementation.
He has a comprehensive expertise and experience in internal control and corporate governance area, gained throughout his career, as BCR’s Compliance Director, Romanian FIU’s Board member and Romania’s Representative in EC – Moneyval Committee and Edmond Group. As validation of his expertise, the following international certifications are to be specified: International Diploma in Compliance – ICA & University of Manchester, UK; Certified AML Specialist – ACAMS, USA.
Doru is an active partner of Romanian Banking Institute and he is certified as trainer and professional competences evaluator.
Magdalena CALANGIU, Compliance Director (BRD. Groupe Societe Generale)
Magda is the new Head of Compliance Department in BRD – Groupe Société Générale. Her responsibilities includes the identification and assessment of the compliance risk, overseeing the implementation of the bank compliance program, monitoring and reporting results of the compliance and ethics efforts of the bank and in providing guidance for the Board and senior management team on matters relating to compliance.
She graduated from Law School and received Master Degree in Law from Bucharest University and achieved an MBA certification from Open University Business School. She was awarded the International Compliance Diploma by ICA in association with the University of Manchester and is ACAMS Certified Specialist.
Currently, Magdalena Calangiu is Vice Chairman of the Compliance Committee within the Romanian Banking Association. She is also the author of the first Occupational standards for Compliance Officers in Romania and act as trainer for IBR for the first course that offers national advanced certification for compliance officers.
Cornel-Virgiliu CĂLINESCU, Head of National Office for Crime Prevention and Cooperation with Asset Recovery Offices (Ministry of Justice, Romania)
Cornel is the Head of the National Office for Crime Prevention and Asset Recovery since 2010, after having served as the Director General of Cooperation within the Ministry of Justice. He has a sound background in criminology and criminal law, high-level expertise in corruption and organised crime issues, as well as practical experience in international relations and project management.
During his professional activity of over 16 years, Cornel was involved in drafting and coordinating the implementation of national and sectoral crime prevention and anticorruption strategies, implementing national and international projects, cooperating with the national and international governmental and judicial anticorruption structures, establishing and strengthening the relation with the civil society and NGOs. Furthermore, he was directly involved in technical assistance projects for countries in South Eastern Europe. From 2012 to 2015, he has also headed the Technical Secretariat of Romania’s National Anticorruption Strategy.
His international career also comprises a four-year term as an anticorruption expert for the Stability Pact Anticorruption Initiative (currently Regional Anticorruption Initiative), at its Regional Secretariat in Sarajevo, BiH, covering all SEE countries, as well as a long term mission (2007-2009) to the Republic of Moldova, as an anticorruption advisor to the Joint Program of the European Commission and Council of Europe against corruption, money laundering and terrorist financing. More recently, Cornel has been appointed as the head of Romania’s national delegation to GRECO.
Bogdan CHIRIȚOIU, President (Competition Council, Romania)
Dr. Chiritoiu has been President of the Romanian Competition Council since 2009. He holds Master’s degrees in Political Science (Central European University, Budapest) and European Studies (London School of Economics) and a PhD in Economics from the Bucharest Academy of Economic Studies.
During 2005-2009, Dr. Chiritoiu was adviser to the President of Romania on economic and welfare policies. He worked as a consultant for a number of international organisations (EC, UNDP, DFID, TI etc.) and is an associate lecturer at Bucharest University and National School of Political Science and Public Administration.
Cristian DUCU, Senior Ethics & Compliance Consultant (Centre for Advanced Research in Management and Applied Ethics)
Cristian is Doctor in Moral Philosophy, Magna cum laude, of the University of Bucharest and Ethics Expert at the Centre for Advanced Research in Management and Applied Ethics. Since 2013, he has served as Secretary of the Ethics Committee that supervises the Romanian Register of Transparency in Lobby and Advocacy, and, at the end of 2015, he became its President.
He has an extensive experience in teaching Communication Ethics and Business Ethics at two of the most prestigious Romanian universities (University of Bucharest; National School of Political and Administrative Sciences), as well as in Social Responsibility/Sustainability and Anti-Corruption Practices in public and private sectors. He is an international ethics & compliance auditor and the leading Romanian expert on non-financial reporting. Currently, he is advocating for an effective transposition of the Directive 2014/95/UE in Romanian legislation.
Neil FARQUHAR, Product Manager Compliance (Bureau Van Dijk)
Neil joined BvD in January 2011 having gained seventeen years’ experience in a number of research and data management roles. Before joining BvD he spent ten years at professional services firm, Deloitte. His last three years at the firm were in managing its research tool portfolio. His role at BvD is to develop and manage its products for compliance, including its new Compliance Catalyst. Neil’s areas of expertise include AML compliance, international business information and the user perspective. He has a degree in Social Policy from the University of Plymouth, and a Diploma in Compliance from the International Compliance Association.
Ioana LAEȘ-ICHIM, Senior Associate (DLA PIPER, Romania)
Ioana is a Senior Associate in the Corporate group of DLA Piper and her focus area is corporate compliance. She has extensive experience in large legal and business projects in the corporate environment, including in process review, risk assessment, compliance management system, team development, change management.
In addition to corporate compliance, Ioana’s experience covers areas such as labour law, litigation, debt collection and amiable conflict management tool development, including organizational ombudsman and mediation.
Ioana gained her professional experience in consulting assignments and also as an interim manager, which helped her, alongside education programs, to enlarge her expertise with skills in the fields of project management, training and coaching.
Neil McGREGOR, Managing Partner (McGregor & Partners SCA)
Neil is the Managing Partner of McGregor & Partners SCA, the law firm in Romania and Bulgaria which is associated with the international firm Stephenson Harwood. He is a British commercial solicitor who has worked in Romania and its neighbouring countries since 1996. He is a member of the Bucharest Bar and is also a registered foreign lawyer in Bulgaria. Although he deals with high-value dispute resolution work, Neil prefers to help clients avoid disputes and misunderstandings from arising if at all possible. In this, he has extensive experience of advising on and negotiating inward investment and joint ventures between foreign and Romanian entities in many sectors of business and industry. He specialises in banking and corporate finance, projects and merger, acquisition and disposals work, being listed in the Legal 500 as a recommended individual for corporate / M&A work. He has also been listed as “highly recommended” by Global Counsel 3000 for his work in energy matters.
Neil also deals with regulation, compliance and corporate governance matters, including advising on anti-bribery & corruption measures for companies operating in high-risk areas and investigating corporate fraud. He led the legal team dealing with the accreditation of the British Romanian Chamber of Commerce by the UK government.
Neil was elected a director of the British Romanian Chamber of Commerce in 2014 and a Vice-Chairman of the Chamber in 2015. He is an experienced speaker at conferences and trade events. He has also been the company secretary of a private railway company in the UK for more than 20 years and has extensive experience of corporate governance.
Mihai G. POPA, Country Head of Law, Patents and Compliance (Bayer, Country Group Romania/Bulgaria/Moldova)
Mihai has a vast experience in Corporate Business, Commercial Law, Competition Law, Corporate Governance, Compliance Policies. His works is related to multinational companies from Healthcare sector.
He was involved in drafting corporate compliance regulations, advising on regulatory framework and supervising the implementation of the corporate regulations, organising the general legal and compliance training programs and coordinating and consulting on major corporate projects (e.g., negotiation and conclusion of international trade agreements, coordination the Patents projects etc.).
Mihai represents Bayer Group in ARPIM (Romanian Association of Medicine Producers and Importers) Compliance Workgroup and speaks regularly at international Compliance and Pharmaceutical Law conferences.
Cornelia PREDA, MD, Regional Ethics & Compliance Manager (AbbVie – Romania, Bulgaria, Baltic States)
Cornelia earned her MD in 1983. Her professional life has been enriched by 11 years of treating patients as General Practitioner in rural areas as well as in big city settings.
She works in the Pharmaceutical Industry for more than 21 years and she has held positions starting from Medical Representative, National Trainer for Salesforce, Regulatory Affairs, Country Medical Manager, Regional Medical director, Area Associate Director Neurology and Anaesthesia to Regional Ethics and Compliance Manager.
Cornelia is also involved in the Romanian Industry Association, i.e., ARPIM, where she coordinates theEthical Working Group.
Ovidiu Virgil TACU, Director (Omniasig, Business Development Division)
Virgil has more than 10 years’ experience in consultancy, financial and internal audit, financial fraud, business development, insurance and management.
He was being involved in many types of business projects like anti-money laundering, business continuity plan, national fiscal regulation, risk assessment and control environment.
Virgil graduated from Economics School, received Master Degree in Business management from Danubius University and it’s also member of the Chamber of Romanian Financial Auditors Chamber.
Raluca VASILACHE, Partner (Țuca Zbârcea & Associates)
Raluca is a competition partner with Ţuca Zbârcea & Asociaţii. For the past 16 years, she has covered a wide array of legal issues primarily in the field of competition law, but also on intellectual property matters.
She has undertaken numerous procedures of reviewing mergers and acquisitions under antitrust/competition law, acting for multinational clients from various sectors, such as financial services, telecommunications, consumer goods retail and wholesale, oil, steel, pharma, electricity. Praised for her work on merger control, antitrust and state aid cases, she is constantly involved on behalf of client mandate in relation to investigations with the Romanian Competition Council and the EC and during dawn raids of the competition authorities.
Her’s expertise includes dealing with privatisation and post-privatisation matters of major state-owned enterprises, especially on the merger and state aid matters raised by this type of transactions. Her intellectual property experience includes assistance on various matters, such as consumer protection and anti-counterfeiting, unfair competition, trademark and copyright regulatory issues.
Raluca is a regular lecturer at various local and international conferences on competition, State aid and intellectual property matters. She is also the local correspondent for Global Competition Review and has contributed numerous articles to leading local and international publications.
Charles VERNON, Managing Partner (Vernon | David)
Charles is a member of the bar in Virgina, U.S., and works on complex corporate matters, finance, mergers and acquisitions, and real estate transactions. During the past decade, he has completed billions of dollars of such transactions in Eastern Europe and the Middle East. He has advised some of the largest companies and investors in Romania and Moldova, including major oil companies, retail operators, port operators, hotels, mining companies, steel mills, airlines and telecommunication firms.
A Certified Compliance and Ethics Professional (CCEP-I), Charles has worked on numerous compliance matters as well as on fraud and employee malfeasance cases, including investigations of possible violations of the Foreign Corrupt Practices Act (FCPA) and matters before the Romanian anti-corruption authority (the DNA). He regularly advises companies and investors on corporate best practices and the “do’s and don’ts” of good corporate governance and behavior.
Dan ZAHARESCU, President (ARPIM)
Dan is the executive director of Romanian Asociation of International Medicines Manufacturers (ARPIM) since 2006. He successfully coordinates the activity of one of the most active NGOs in the Romanian pharmaceutical market. Profession: engineer in speciality of machine tools since 1986. Degree master in Economics (DEA) in 1994 at the University of Social Sciences of Toulouse and a post-graduate Diploma in Management (DESS), obtained in 1992 at the Superior School of Commerce in Marseille. For over the past 25 years, he has worked as a business consultant and director for various pharmaceutical companies, but also for industrial companies, accumulating a vast experience in different areas and on different markets. This fact enabled him to successfully lead numerous projects both in Romania and internationally, especially in the countries of Central and Eastern Europe.
Livia ZAMFIROPOL, Partner (DLA PIPER, Romania)
Livia is a Partner in the Corporate group of DLA Piper, the Head of Competition practice in Romania and CEE coordinator of the Life Sciences sector. She has been involved in a wide range of regulatory related matters assisting clients during procedures in front of enforcement authorities. She has implemented a large number of compliance programs for clients acting in various industries (including under US Foreign Corrupt Practices Act and UK Bribery Act) and has coordinated complex compliance investigations related to anti-bribery, regulatory or competition related aspects.
Livia created long-standing relationships with different stakeholders through her active involvement in improving the Romanian legal framework. She was named among the inaugural Top 40 Next Generation M&A Dealmakers in Europe by Mergermarket and Merrill DataSite in 2009.
